Does anyone know of a good online seed supplier on ebay or a site that accepts pay pal that sends reasonable, healthy seeds in Australia?

You will find you'll struggle to get seeds from oversea's due to the quarantine issues of which differ from state to state (this is if that's what you were implying?)
Your best off looking on ebay for seeds from any supplier. A good seed or bad seed can only be differentiated by it's early growth and the time it takes to sprout, not to mention the ones that don't sprout at all. However a bad seed or a seed from a poorly managed tree doesn't mean the outcome of the seed is going to be any different than that of it's predecessor. A bad seeds early growth is generally it's hardest time. Get past that and you won't have any issues.
I'm new to Bonsai, but not to propagating and I know that opinions will differ in this department.
If you find a seed on e-bay you like and the reputation of the seller is in-tact then good or bad passing up $2-10 for a packet of seeds isn't going to do you or the seeds any harm.
From experience a seller who sells seeds wholly and solely 99% of the time will sell you quality seeds from their own collection.
I purchase chilli seeds on ebay all the time (another hobby of mine) and have never had any issues with propagation or alike.

okay, thanks for the advice.
previously to this i have successfully propogated japanese maples, chinese elms, a few black cypress pines and weeping fig, but those are the only the ones that have successfully germinated out of Japanese & trident maples, chinese elms, black cypress pine, weeping fig, moreton bay fig, weeping bottle brush and crepe myrtle.
ill probably try my luck on ebay again in the new year.

I have purchased seeds from deminimus on ebay, and had success with the first round, but I found there are a few stores on there devoted to seeds, so finding what seeds you are looking for shouldn't be too hard. Good luck.

Importing many species of tree seeds is relatively easy. Just check with the Aqis Database http://www.aqis.gov.au/icon32/asp/ex_querycontent.asp with the species and the country you are getting them from and you will find plenty that can be brought in with little to no paperwork.
It's too bad your in such a hurry cause the stories I could tell you, Bushels and baskets of stories, hole crates full of stories. But if you can spare a moment I will tell you one story.
