Its powdery mildew. You can use 1 tablespoon of Baking soda and 1/2 teaspoon of dishwashing liquid Into 4 litres of water. And water over the tree. I occasional get this on my English Oaks. There are other chemicals you can get from the green shed but like you said the leaves will fall off in a few weeks anyway.

Nothing will happen if you don't do anything. At some point Get down to the green shed get some product Yates Fungus Gun. Spray during winter after leaf drop and the soil so it doesn't come back next year.
Also try place your tree where it will get more air flow around it. That will avoid it happening too after spraying.

Yes but only when the tree is bare. Also spray the soil.

Spray with 50% milk and 50% water mixture every 3 to 4 days . And make sure there is good air flow and sun around the tree . If it isn't already put the tree on a bench or raised somewhere to increase the airflow . Check any other trees for symptoms . When the leaves drop naturally dispose of them in the bin . Stay calm

You are not likely to see results of treatment this season. They should not be growing much now. Watch out for it in spring/ summer and treat as soon as you see evidence. Better still, give the tree more fresh air and sun. Mildew is normally the result of humid conditions with less sun.
