Tamarix parviflora, and a very special tree the artist has produced here, I have seen no other of this species anywhere else.
It takes a lot of work buf looks spectacular when in flower. (not too shabby in the photo either)

This species sometimes produces unusual bark, often a dead giveavay for species.
