I was originally growing a sacrifice branch with the intention of thickening the trunk on this mugho. But I am starting to like the sacrifice branch so after a rewire, maybe a semi cascade is the go.

1 vote - semi-cascade, it looks like a lot of good movement in that direction

It is a difficult choice to make. At least for me. I remember reading that there had been times in which Mr. Kimura had taken up to years to make a decision on cutting a branch.

I am a stickler for some things in Bonsai, and one of them is the general principle that trunk determines style. So to be cascade, full or semi, the trunk needs to cascade. In yours the trunk is upright with a cascading branch. It could certainly still be a semi cascade with good potential, but I would be using the trunk as the sacrificial bit. Otherwise there is a nice upright there.
