Aerial layer of White Ash

In an earlier thread of mine (viewtopic.php?f=10&t=3209_" ), I was asking for advice regarding defoliating my White Ash. One of the replies from Anttal63 suggested cutting the tree back to the first branch. This is a suggestion I intend to take up.
What I was wondering, however, is rather than simply cutting off at the first branch, could I aerial layer just above where I intend to cut? That way, I would have 2 treees to work with. If the consensus is to aerial layer, should I wait until the tree has lost all its leaves or do it now while there is still new growth appearing on the tree?
