elaeagnus oldhamii assistance

HI all.

One last post and apologies for the amount.

I have a sweet olive that desperately needs something done with it. Do these back bud at all? As you can see by the picture it is basically a trunk which is dead straight and then a profusion of twigs spraying all over the place. Can it be air layered with any luck? not sure that will work though as the twigs are dreadfully thin. Should it just be repotted into a bigger pot and left for another year?

Just wondering if anyone has had a chance to look at the question. i would love to start something with it but am a bit unsure of where to start.

They bud back well. Have a tendency to just grow up and straight so you need to wire while branches are yound or clip and grow. Leaves are slow to reduce in size but will reduce.
