Grafted stock?

Hi,
I was wondering what your opinions are regarding using a grafted tree for bonsai?
I ask this because today I had my eyes on a Claret Ash before noticing that it was grafted (onto Fraxinus oxycarpa base according to the nursery guy, it was a nice clean graft too). The trunk was thick and had great movement before the graft which was about 20cm from soil height. Can this tree still be used?
The tree was about 2m tall, so I would probably air layer it down to size anyhow, It was at a good price.
