White fluff (rust?) on Melaleuca

My Melaleuca linarifolia stock plant has had a handful of leaves showing fluffy, circular white deposits for some months now. The plant appears to be thriving and the affected leaves are scattered amongst apparently healthy leaves, with no obvious pattern, except perhaps more on the lower parts of the tree. Even the affected leaves look OK past the white spots. I have isolated the plant, and am removing leaves as they become infested. No other plants are showing these signs.
Plant is in Brisbane.
Any idea what it is? Scale? Rust?

Looks like mealy bug. You can remove/squash with fingers if there aren't too many. Otherwise Confidor will do the job.

A few applications of Confidor and then a few days later, hard spray with the hose and they are all gone now

Glad it is not rust. I will remove affected leaves at this stage.
