Pest Id?

Hi guys,
I'm new to the world of bonsai and I'm enjoying reading through all these old posts. I recently purchase 2 Melaleuca Rhaphs from a friend in Perth, and whilst one is doing well, the other is struggling. A few days after I received it, the leaves dried up and I think it's well and truely on its last legs. I've had a bag over the tree the past 6 days to really get the humidity around it to kick start it back to health as well as sitting in a water tray.
Anyway, tonight I took the bag off to see if I could spot any signs of life (nothing yet) but I did find a heap of these little buggers living in some of the hollow sections of the base. Any idea what they might be, and could they be affecting the health of the tree? They are about 1mm long. The photo isn't great, taken on the iPhone zoomed in.
