Even though the photo has little detail I'd guess that this is Agonis flexuosa, known in WA as peppermint. Natural range is from just north of Perth through the South West. Over here in the East we know them only as small trees or shrubs but in WA I saw huge trees - very inspiring. Saw one as bonsai at this year's Aussie natives as bonsai display in Melbourne.

There seem to be an inordinate number of bins surrounding this tree!
Kinda reminds me of giant fertiliser baskets circling a giant bonsai!! (A well fed giant bonsai)
?! In any case, great tree, particularly great trunk and a great inspiration.

The tree is unfortunately one of only a few remaining trees surviving in that spot, but they're all seriously windswept.
The location looks like suffering a similar fate with the bush alongside the river (just out of shot on the right) threatened by the growth of the 'burbs. Should be the next King's Park
