Hey Davemc,
What is your definition of 'chemicals' :?:
White oil gets rid of scale. Commercial white oil is petrochemical I think but you can make homemade white oil by blending vegetable oil and water totally safe (except for most insects). The mix will go white when you blend it up but separates pretty quickly so most people add some dishwashing liquid to emulsify the oil and keep it in suspension. http://www.aila.org.au/canberragarden/m ... te_oil.pdf

Metho will kill scale. Dab it on with a cotton bud or spray the whole tree.
Soapy water will also get rid of them but you need to repeat regularly or they come back.
Some of the low toxicity sprays will also deal with scale. Natrasoap is one.
