Can anyone help identify what is on the trunk of my maple?

My partner bought this for me from Bunnings about 12-18 months ago. I kept it bacause I thought it had some potential with the thicker trunk, and didnt want to upset her.

It has always looked rather sickly but managed to survive last winter.
