Yes just normal English elm suckers that are starving. You can tell that because they have stopped growing. Golden elms cannot be grown from suckers because they are grafted. (they could be cuttings of golden elm I suppose)
Either way, ahandful of osmocote will kick start them again. You don't need to do anything else at the moment.

I had already repotted these on the 5th of this month, they were in much smaller pots with very little soil. Would I be best leave them be for a while?

Hello Twoshay, start your liquid feed after the new year and you sould be ok. You can now water with Seasol that will also help green them up.
