It's hard to make out from the one image there but I can see it as a clump style/multi trunk or maybe with some heavy carving and by singling out a couple of the thicker shoots to grow on for a few years as to fit in with the large base you have there. It looks like a long term project to me. I know it sounds cliché but there's always a good chance for a great bonsai with time.
